Legal Obligations

By law, the Office of Quality Assurance (QA) is required to:

      (1) Assure the quality of services, provided by agencies or individuals, to this population

      (2) Provide for the protection and promotion of the legal and civil rights of this population

      (3) Investigate and evaluate, or cause to be investigated or evaluated, reports made pursuant to the law

The Unit advocates for the individual and/or family, settles disputes between providers and individuals/families, investigates complaints, and assures that a quality plan of care is implemented. The plan of care must meet health and safety standards, and be compliant with State and federal laws and regulations, including but not limited to, the requirements of the Americans with Disabilities Act (ADA) and Medicaid.

In addition to being recognized as an investigatory entity, the community views the Unit as a link to services. QA works with:

    • BHDDH staff
    • Community service providers
    • Community Provider Network of Rhode Island (CPNRI)
    • Community Mental Health Centers
    • Families
    • Law enforcement
    • Department of Human Services (DHS)
    • Department of Children, Youth and Families (DCYF)
    • Department of Elderly Affairs (DEA)
    • Rhode Island Developmental Disabilities Council
    • Rhode Island Parent Information Network (RIPIN)
    • Any other appropriate stakeholder, profit and non-profit entity
