The Office of Research, Data Evaluation, and Compliance supports the program activities of the Division of Behavioral Health by providing data collection and analysis for management decision making. The office's compliance function ensures that providers meet all State and Federal requirements governing Medicaid billing. The office plays an active role in behavioral health program development and also has responsibility for the operation of the community mental health assistance program.

Census and Service Summary Reports Across Fiscal Years
About: The Census & Service Summary Report summarizes statewide mental health Community Support (CSP) and General Outpatient (GOP) census and service data, submitted monthly by the 7 Community Mental Health Organizations in the state. The report includes data on year-to-date census, clients served, contacts, and hours provided for a variety of services. The report is updated each quarter to display year-to-date information, and is arranged as follows:

Important to Note! Data is duplicated across service categories as clients may receive one or more services. Subsequently, the number of clients served in each service cannot be added together to obtain the total number of clients in the system, as the same client may be counted in several different categories. Additionally, due to the uniqueness of the reporting mechanisms within each organization, specific data fields in this report may contain different types of information for different agencies. Please interpret the contained data cautiously.
Approximately 1.4% of CSP clients and 11.8% of MTT clients are served annually by 3 small specialty providers in Rhode Island. These providers account for 1.2% of the total adult population served per year. Clients served by the 3 small specialty providers are not included in the quarterly census and service reports.
Annual Census Counts contain Active Year End Census and Clients Served counts across fiscal years, from 1983 to present. Counts are broken out into GOP (adults and children) and CSP.
Note: As of July 2009, we've discontinued the Service portion of this report. We will be continuing the Census portion of the report.
